Clone 2019R4.1 - CHR vendor assignment

When stopped update vendor assignment task from running because it was causing problem with deleting vendors for grand opening stores that has no items assigned. Now that the task it off when CHR has a new store to add to the produce program the Vendor doesn't get assigned to the store until the update vendor assignment task is ran. We need to update the vendor assignment task to work for CHR only or leave it off and create a stored proc that goes and checked to see if items are assigned for CHR vendor and then assign the produce program to the right stores.
