Item Maintenance - No Validations on Amount for the Default Order Quantity or Build To fields

Environment: Tested in Staging but Confirmed in All Environments
Browser: Chrome
Description: Customer is able to Enter any number in the Default Order Quantity and Build To sections in the Item Maintenance page

Steps:
1. Login as a User
2. Navigate to Inv. & Order Setup > Item Maintenance
3. Click on an Item
4. Navigate to Create/Receive Order
5. Click on the Default Order Quantity section and enter a Value of 99999999999999999999999999999999
6. Click Outside of the field and Click Save
7. Click on Build To section and enter a Value of 99999999999999999999999999999999
8. Click Save

Expected Result:
Validation should fire limiting the amount that can be entered to 999 for the Default Order Quantity and Build To fields 

Actual Result:
Page states that entry is successfully saved but quantity does not. Quantity is reset to zero

Build To columns will save the number but display it as an exponent
