Counts - Unable to Modify a Submitted Count

Environment: Staging
Build: CFA - 20.1.38.2841
Browser: Chrome
Description: User is unable to modify Submitted Counts

*NOTE: This user is also configured at use for another store*

Steps:
1. Login as a User
2. Navigate to Input Inv. Counts > Spot
3. Click on an Item
4. Enter a Value
5. Click Actions and Click Apply
6. Navigate to Input Inv. Counts > History
7. Enter a Delivery Date and Cover Until
8. Click the View Count button next to the Spot submitted
9. Click View Count Details

Expected Result:
Actions Button should be displayed with the option to modify the count

Actual Result:
Unable to modify the Count as the Actions button doesn't display
