2020.R3(S3): Vendor Item assigned to Test Store that was discontinued

Added rules to an existing item that was discontinued by all vendors and some how was assigned without a discontinue date to store 0000 Test Store. I don't know if it's data related or a bug, but please investigate.

Environment: JAT
Build: CFA - 20.3.0.3206
Browser: Chrome
Store/Date: 0000 Test Store/ NA
Vendor Item Code: 100946

Steps
1. Picked an item that was discontinued by all vendors:

2. Added and applied rules that is associated with the test store:

Results: Item was assigned to the test store:

Expected: Since item is discontinued by these vendor, it shouldn't be assigned to the store.
