As a user maintaining the order guide I want the ability to delete with End Date of an active rule so that the rule can continue on

- Example:
- As a user, I have created a new rule for the restaurant level for 3 Cooke Blend Pieces. I have set this rule to end on 4/25/2020, however, on 4/1/202 I am informed that this item will not actually be ended. In this instance, I want to be able to edit the rule and remove the end date so that the item continues to be available past 4/25/2020.
Acceptance Criteria
- Confirm when editing an Active Include Rule that the End Date can be deleted/removed and the rule can be saved
- Confirm when editing an Active Exclude Rule that the End Date can be deleted/removed and the rule can be saved
