2020.R3(S3):Vendor Item intro date follows Vendor Item Intro date instead of Rule Intro Date

An item is getting assigned the Vendor Item Introduction Date and not the rule introduction date.

Steps
1. Use the scripts attached to ticket CFAMX-9690 to create item 1001-MV12
2. Run the testrunner tool to create/stage rules data
3. Confirm that an expired rule is created through the process
4. Then add the MBM corp include rule through the UI with the start date of May 8th
5. Apply rules

Results: Intro date of Item Test-MV12 becomes May 9th (Vendor Item Introduction Date)

Expected: Intro date should follow the include rule
