2021.R2(S2): Operator User Cannot Add Order - Access Denied

Description
I checked all the security settings for the Operator Security Group and then should be able to create an order, but I keep getting Access Denied.

I can create an order as a System Admin and I want someone to investigate what is missing or why we are getting an Access Denied when all the same Order permission are setup for both users?

Log into MxConnect as Janus_operator, Janus Operator
Navigate to Store Avalon
Navigate to the create order page
Click Add Order
