As an admin, I would like to be able to translate the Inventory Extension report so that it can be reviewed by users in multiple languages.

We need to translate all the elements of the Inventory Extension Report.

Inventory Extension Report

There are multiple ways that this report is delivered to the user.

Through the Report Portal
As an email attachment via the "Monthly Count is Applied" auto notification ~~CFAMX-14801~~

1. When the user generates the report through the Report Portal, the language should be controlled by the option in the User Settings:

2. When the report is generated via the auto notification process, the language should be controlled by the notification settings language option.

The language of the report portal version of the report is controlled by the user settings language option.
