As a user, I would like an EOM section with a link to the Last Distributor Invoice form on CFA home.

- The new section is titled "Last Distributor Invoice"
- The section includes a link labeled "Distributor Invoice Form" in the title bar
- The link directs the user to the following URL: https://forms.office.com/r/HD8Nd9j5ue
- The linked page opens in a new tab
- The new section is open by defaults but the user can collapse it if they choose.
- The new section is read only and will never be in the "Review Task" state or "Completed" state. Those buttons are not a part of the section.
