It has been reported that there are some Canadian stores having the same issue with the Discounts & Giveaways Report is not populating any values in either Total Food Cost or Total Paper Cost columns.
Example store 30005
The samples cost = 0
select type,* from tbTransactionWaste with (nolock)
where BusinessDay between '2023-02-01' and '2023-02-28' and EntityID = 5437 and Type like '%Sampling%'
I also looked under Recipes to confirm the sales item has cost
