Discounts & Giveaways Report is not populating any values in either Total Food Cost or Total Paper Cost columns

It has been reported that there are some Canadian stores having the same issue with the Discounts & Giveaways Report is not populating any values in either Total Food Cost or Total Paper Cost columns.

Example store 30005

The samples cost = 0

 select type,* from tbTransactionWaste with (nolock)
where BusinessDay between '2023-02-01' and '2023-02-28' and EntityID = 5437 and Type like '%Sampling%'

I also looked under Recipes to confirm the sales item has cost
