MxNext - Cash Management_Cashier Settlement shows zero available, but display open cashiers in dropdown

Steps to Reproduce:
1. Login to MxNext
2. Switch store to 00663 - Pelham Road FSU or 01171 - Dulles Town Crossing FSU
3. Click Workflow icon
4. Click Cashier Settlement
5. Navigate to 4 May 2023
6. Click Cashier Settlement dropdown (Where dropdown header shows : 0 - Available)

Expected Result
No open Cashiers should be available for selection.  If open then the Cashier Settlement page should open for completions

Actual Result
Cashier Settlement shows zero available, but display open cashiers in dropdown.  When attempting to open Cashiers for settlement, a warning is displayed - "You have selected an Open Cashier, please complete the Final Settlement on Service Point before attempting to Settle this Cashier."
