Transfers - Add Config option to show hide in MxC

      Description

      As an admin I want to be able to turn on/off Create Transfers by store so that I can turn off transfer functionality for Canadian stores

      Notes

      • US stores will use transfers
      • Canadian stores will not use transfers
      • Add a new configuration setting to control the display of transfers

      Acceptance Criteria

      1. Confirm that there is a new configuration setting:
        • Configuration Manager > Mobile > Transfers > Allow Access to Transfers
        • text: Enables\disables the Create Transfer, Open Transfers and Transfer History pages in MxConnect
        • By default the configuration setting should be set to true
        • The setting will control the display of the following menu items:
          • Create Transfer
          • Open Transfers
          • History
      2. Confirm when a store is in a template that has the configuration setting set to true, the Transfer Menu items are displayed
      3. Confirm when a store is in a template that has the configuration setting set to false, the Transfer Menu items are not displayed
