As an operator I want to know when a scheduled order didn't generate and not be prompted to place an order when on the Create Order page.
Notes
Update the create order screen to reflect that the system attempted to auto submit an order, but the order quantity was zero, so the order was deleted

Button - No Order - Also, disable the button so that it can't be clicked
Acceptance Criteria
- Confirm that when the auto submit job finds an order that has no items, and the order is not submitted, the schedule is updated to reflect that it did run, but didn't submit the order
- Confirm when the auto create scheduled order job runs, after an order is not submitted (due to zero quantities), that the job does not try to place an order for the previous schedule
- Confirm that the schedule is still displayed on the Create Order page for the day on which the order should be submitted
- Confirm that the schedule is not displayed on the Create Order page for days after the day on which the order should be submitted
- Confirm that the Order # shows No Items after an order is not submitted (due to zero quantities)
- Confirm that the Status shows Completed after an order is not submitted (due to zero quantities)
- Confirm that the button to View/Create Order is disabled, and displays No Order after an order is not submitted (due to zero quantities)
- Confirm that these details are also updated on the Scheduled Orders tab
- Confirm that the Order # shows No Items after an order is not submitted (due to zero quantities)
