Convert the Forecasting page controllers to extend the Base Controller. Some of the controllers won't need to be updated, like modals or dialogs. It's likely that some of the Forecasting pages wouldn't significantly benefit from extending the Base Controller since they are a bit unique in MxConnect.
The testing effort will be a simple regression/smoke test of the affected pages (provided by developer once story is complete).
