As an operator I want Correct On Hand to function correctly when an items Forecast Usage is adjusted by the Processing Time Shift so that my suggested quantity is updated correctly

- Correct On Hand is available when creating an order and updates the On Hand
- When the On Hand is updated the Suggested Quantity is updated
Acceptance Criteria
- Confirm that when the Forecast Usage of an item is adjusted by a Processing Time Shift, and the On Hand of that item is updated using Correct On Hand, the Suggested Quantity is updated using the correct forecast usage
- Confirm that when the Forecast Usage of an item is NOT adjusted by a Processing Time Shift, and the On Hand of that item is updated using Correct On Hand, the Suggested Quantity is updated using the correct forecast usage
- Confirm that regression is completed for Correct On Hand functionality
