Update Day Track Report to use new Labor Benchmark Service for data

As a Product Owner I want the Day Track Report to pull Labor Benchmark data from the new Labor Benchmark Service so that CFA can retire the old service that provides this data

• Typically JAT & testing are pointed to the CFA Dev endpoints, and Staging points to Test
• Sree Surapaneni previously documented when the values returned from the current Cash Management Service are used, see CFAMX-10377
• Note: some of the values returned in the Day Track Report combine data from two different sources, the Labor Benchmark now being one of those
• Note: the new service is using a different data source on the CFA side, so results before and after this change will not be exactly the same, however, they will likely be very similar. So it is probably worth grabbing some before samples.

Acceptance Criteria

1. Confirm that the Day Track Report can by run successfully, from MMS AND MxC, and contains data coming from the new Labor Benchmark Service
2. Confirm when selecting different Benchmark Levels, when running the report, that the results returned in the report are as expected, based on the selected Benchmark level
3. Confirm when Actual Wage rate is selected, when running the report, that the results returned in the report are as expected
4. Confirm when Average Wage rate is selected, when running the report, that the results returned in the report are as expected
5. Confirm when Show Sundays is selected, when running the report, that the results returned in the report are as expected
6. Confirm when Show Sundays is Not selected, when running the report, that the results returned in the report are as expected
